Vintage Blue & Black Houndstooth Suspender Pencil

This blue (medium to dark) and black houndstooth suspender pencil skirt is from the 80s or 90s. A tag inside says it is made in the USA. The material is unknown; the fabric feels a bit like wool or cotton but could be synthetic. This is essentially still just a skirt that ends just below the bust and is meant to be worn with a blouse or shirt. Features include: 2 pockets a slit in the back at the bottom hem 2 loops in the front at or above the waist and one loop in the back 9 black buttons down the front and 1 button on each of the suspender straps The size I would say is S or XS and the length is midi; it likely reaches fairly close to the ankle on a lot of people.
